3. Purchase of Tender:
(a) For Indian Vendors ** : The tender document containing detailed specifications/drawing
(if applicable) of the items with terms & conditions can be obtained by the original equipment manufacturer/accredited suppliers from Director, DLJ on any working day on Payment of Rs. 500 in the form of Demand Draft (or remitting Demand Draft of Rs. 550 by post) for item Sl. No. 1 and Payment of Rs. 100 in the form of Demand Draft (or remitting Demand Draft of Rs. 150 by post) for item Sl. No. 2 in favour of Director, Defence Laboratory, Jodhpur payable at Jodhpur. Tender document fee is exempted for vendors registered with any Govt. Organisation / foreign vendor quoting directly.
(b) For Foreign vendors : Accredited representatives of foreign bidders are also permitted to obtain the tender document on behalf of foreign principal on production of written request.
(c) Tender document can also be collected from Technical Advisor (Defence)High Commission of India,
London, UK & The Advisor (Defence Technology) Embassy of India, Washington DC, USA.

Tender document can also be down loaded from DRDO website: http://www.drdo.org/.
(e)
The unregistered Indian firms quoting on basis of downloaded form from DRDO website should submit the tender fee with techno commercial bid and EMD along with the Price Bid.
(f)
Tender documents are not transferable and cost of tender document is not refundable.
4. Earnest Money Deposit (EMD)** 2% of the tenderer's quoted price in the form of bank draft in favour of Director, Defence Laboratory, Jodhpur is required to be submitted with price bid by unregistered Indian vendors, including those representing foreign vendors/ foreign OEMs. A certificate to that extent must be enclosed with techno-commercial bid that the Draft no. ____________ Dt.____________ of Bank____________________ has been placed in price bid, failing which the bid is liable to be rejected if not otherwise exempted from submission of EMD. Bidder registered with any Govt. dept. must submit the proof of registration to avail exemption from EMD and tender fee.
** Foreign Vendors quoting directly, are exempted from payment of Tender-fee and EMD.
5. Foreign bidders making proposal should ensure availability of export license as per their Govt. regulation for export to India.
6. The sealed offers shall be submitted on or before due date. The Director Defence Laboratory shall have no responsibility for delay or non-receipt of tender documents sent by post. Offers received late, conditional offer, and in complete offers will be summarily rejected.
7. The Director on behalf of the President of India does not bind himself to accept the lowest or any other tender, and reserves to himself the right to waive off any formalities thereof or reject any or all the tenders received without assigning any reasons thereof.
